SHERIFF JIM FRYHOFFVentura County Sheriff’s Office.Sheriff James “Jim” Fryhoff was a police cadet with the Pasadena Police Department prior to moving to Ventura County. Jim relocated to Ventura County when he joined the Ventura County Sheriff’s Office in 1990. Jim has worked a variety of assignments with the Sheriff’s Office, including detention services, patrol, special enforcement, investigations, and crime prevention. He also served as the Adjutant for two sitting Sheriffs. He was the Assistant Chief in Thousand Oaks, Chief of Police of Ojai and area Captain for the Ojai Valley, Thousand Oaks Chief of Police, and Operations Commander for Detention Services Division which oversees the Pre-Trial Detention Facility, Todd Road Jail, Court Services Bureau, Juvenile Justice Center, and the East Valley Courthouse and Jail.
In addition to Jim’s primary assignments listed, he has worked on numerous collateral assignments. It is through collateral assignments that Sheriff’s Office members can accomplish so much and give back to the agency and support their community. Jim was a bicycle patrol officer, air unit crew chief, press information officer, explorer advisor, reserve deputy coordinator, field training officer, and served as the manager for our peer support team. CHRIS RIDGEDirector of Comprehensive Health and Prevention for VCOE.Chris Ridge is the Director of Comprehensive Health and Prevention for the Ventura County Office of Education. In total, he has served in public education for over 27 years as a teacher, a principal and as Director of Pupil Services for Oxnard School District. During his career, he has worked to increase access to education for California students who live in traditionally underserved communities. That work has also included a significant focus on the supports and conditions necessary for students to learn well, such as access to health care services and social services. Within the last five years, he has been deeply involved in the work of inter-agency collaboration and partnership to increase services in Ventura County to students and families.
JOEY ZUMAYACEO of the Zumaya Group.In addition to leading the national nonprofit division and local campus of LinkedIn, he also sits on various boards including the National Board of The Salvation Army where he is currently leading the National Strategic planning process.

CYNTHIA TORRES, LMFTCity Impact, Inc, Executive Director.Cynthia Torres, LMFT (Licensed Marriage & Family Therapist), is a Colombian American who has resided in our local community for over 25 years, leaving an indelible mark in service to our vibrant and dynamic Latinx population. Her professional journey is nothing short of remarkable: she not only founded the local for-profit business, New Dawn Counseling & Consulting, Inc., but also recently assumed leadership of the beloved thirty-year-old nonprofit organization, City Impact, Inc.
As a visionary at the helm of both a for-profit and nonprofit organization, she combines business expertise with a commitment to social impact. She focuses on serving underserved communities with affordable therapeutic services while diversifying funding sources for both New Dawn and City Impact. Her approach creates a stable, synergistic model where the nonprofit's values of benevolence guide decisions, ensuring robust revenue for both entities and maximizing their social impact. Cynthia is passionate about empowering economically vulnerable Latinx individuals to take control of their futures. As a community leader in Oxnard, she combines data-driven solutions with compassionate clinical services to create lasting impact.
